Apps and websites will have to ask users again before passing their personal data to advertisers, under rules approved by the national data regulator.

Companies will also have to show, in plain words, which other businesses receive the data. Fines for breaking the rules can reach 4 per cent of a company’s annual turnover.

Consumer groups welcomed the change. Industry bodies said the rules were workable but asked for more time for small firms.
