New parking rules divide shop owners on the high street

Some traders say the changes are driving customers away. Others report more people on foot.

Two months after new parking rules came into force on the high street, shop owners are divided over whether they have helped or hurt trade.

The rules cut the free parking time from two hours to one and turned 40 spaces into wider pavements and cycle stands.

Florist Marta Kowal says takings are down by a fifth. "My older customers drove in, and now they go to the retail park," she said. A few doors down, the owner of a café says he has never been busier.

The council says it will publish footfall figures at the end of the six-month review.
